Mather Air Force Base
Mather AFB is heavily contaminated with PFAS and the carcinogens have spread to drinking water wells.
Mather AFB tested 10 wells on base and 9 were above the LHA limits. PFOS/PFOA were found at concentrations of 910,000 ppt. Off-base, 11 wells were tested and 10 were shown to be above the LHA.
California American Water is suing the federal government for the cost of installing a filtration system near Mather Air Force Base to remove PFOS/PFOA chemicals from drinking water.
According to the complaint one of the plaintiff’s drinking water supply wells was contaminated as a result of either the leaching of PFOA and PFOS into groundwater at the base and migration of those compounds to the well, and/or the government’s practice of reinjecting contaminated groundwater after treating the water for other pollutants. Either way, it's an environmental tragedy. The plaintiff seeks damages of over $1.3 million. This may be the first civil action filed in the State of California against the military for poisoning water. This is likely to turn out to be a big wave, or a "bomb" as surfers call them.

The Air Force reported on the PFOS/PFOA contamination, (AF-speak) "Completed basewide Preliminary Assessment and completed the site inspection at the Fire Training Areas. Received regulatory concurrence on the findings. Initiated Site Inspections of other AFFF areas identified in Preliminary Assessment. Installed granulated activated carbon to existing fire training area groundwater treatment system to mitigate PFOS/PFOA discharges. Complete Site Inspection including determination whether drinking water supplies are impacted. Perform delineation of PFOS/PFOA in groundwater along the pathways to drinking water identified receptors. Installation of granulated activated carbon underway on Main Base groundwater treatment system to mitigate PFOS/PFOA."

PFAS are an existential threat, arguably more dangerous than any of the chemicals identified below that are found in soil and water near Sacramento. This fact sheet provides a brief overview of activities and sampling results related to the groundwater monitoring program at the former Mather Air Force Base for the second quarter of 2019 (2Q19, from April through June). Mather Air Force Base
The U.S. Air Force built Mather Air Force Base (AFB) in 1918 to serve as a flight training school. Up to 1993, when it was decommissioned as an active air base under the Base Realignment and Closure Act (BRAC), Mather AFB's primary mission was training of military personnel. At the time of closure, the base encompassed 5,845 acres, including 129 acres of easements. Most of the base been transferred or leased to various entities, primarily Sacramento County, for reuse. Environmental investigations began at Mather AFB in 1982 and continued for several years. A total of 89 areas with significant contamination were identified. Following immediate actions to protect human health and the environment, the site’s long-term cleanup is ongoing.
The site was originally listed on the NPL because of the potential for human exposure to hazardous chemicals by accidentally ingesting, inhaling or coming into direct contact with contaminated soil or groundwater.

EWG's drinking water quality report shows results of tests conducted by the water utility and provided to the Environmental Working Group by the California State Water Resources Control Board, as well as information from the U.S. EPA Enforcement and Compliance History database (ECHO). For the latest quarter assessed by the U.S. EPA (January 2019 - March 2019), tap water provided by this water utility was in compliance with federal health-based drinking water standards.
Legal does not necessarily equal safe. Getting a passing grade from the federal government does not mean the water meets the latest health guidelines.
Legal limits for contaminants in tap water have not been updated in almost 20 years.
The best way to ensure clean tap water is to keep pollution out of source water in the first place.
