The measure is extraordinarily weak, considering the crisis we face in Hawaii, although it is a step in the right direction. (See directly below.) Hawaii does not regulate PFAS chemicals in drinking water, groundwater, soil, wastewater, or farm fields. Ann Wright and Pat Elder contacted the Hawaii Attorney General's office to demand the DOD turn over data regarding PFAS contamination, and , although Krishna F. Jayaram, Special Assistant to the Attorney General, promised to look into it, we never heard back. It may be helpful to continue the pressure. [email protected] It may become necessary to file a Hawaii State Freedom of Information Act. and/or a federal Freedom of Information Act to receive the data. Briefly, demand data on levels of PFAS contamination in groundwater and surface water and ask the state for test data for all municipal wells for PFAS. Document what they tell you.
• Adding the entire class of PFAS chemicals to the EPA’s Toxic Release Inventory
(TRI), which requires certain industrial facilities to report annually the amount of
specific toxic chemicals released into the environment. This would provide critical
information about new potential sources of these chemicals, as well as the areas of
potential contamination.
• Providing funding for remediation of PFAS-contaminated drinking water supplies.
• Prohibiting the use and storage of firefighting foam containing PFAS at military bases and other federal facilities. Not Congress – but DOD voluntarily - 12/30/19 –practice ban and 12/31/2024 – full ban.
• Providing medical screening of PFAS exposure for civilian firefighters.
Hawaii is asleep at the switch! This is what needs to be done in Hawaii and in Congress. The EPA is in the hands of corporate stooges beholden to the DOD and the chemical lobby.

- Immediately warn Pregnant women. Do not ingest PFAS
- MCL’s (Maximum Contaminant Levels) of 1 ppt in all modes of transport to human ingestion
- Mandatory testing and immediate publishing of levels of at least 14 PFAS, initially in all public water systems
- Regulating/testing private wells, esp. near known releases, like military bases.
- Setting MCL’s for all food; esp. seafood.
- Testing food – asparagus,, strawberries, lettuce.
- Testing sewer sludge, fields, and agricultural products grown in contaminated soil.
- Incineration ban
- Immediately ban manufacture of all PFAS
- Within a few years – ban use of all PFAS like the EU has recently done.

The 580 ppb chromium (VI) in the groundwater in Hinkley, CA in the movie Erin Brockovich * exceeded the Maximum Contaminant Level (MCL) of 100 ppb for total chromium currently set by the United States Environmental Protection Agency (EPA). It also exceeded the California MCL of 50 ppb (as of November 2008) for all types of chromium.[45] California first established an MCL specifically for hexavalent chromium in 2014, set at 10 ppb. Prior to that only total chromium standards applied. Hawaii has 1.37 million ppt of Chromium VI in its groundwater.

California Environmental Protection Agency revised its proposed limit to .02 ppb because of new findings about the vulnerability of young children and sensitive populations to chromium-6 exposure.
Currently, the EPA has the limit for ALL types of chromium, set at 100 parts per billion. However, there is a HUGE difference between HEXAVALENT chromium (a known carcinogen) and Trivalent Chromium (which is generally considered safe at much higher levels).
